Haven't seen this error before, unclear what the impact is.

Tentatively set to priority to UBN! since it is listed as a wmf.22 blocker—should this be a blocker for wmf.22?

Removing as a blocker for wmf.22 was happening pre the release of wmf.22

@thcipriani the main tracking task for this I think is T132921: Unable to delete file pages on commons: MWException/LocalFileLockError: "Could not acquire lock", good to close as duplicate?
