Add a 'Back to partners' navigational button from partner signup pages

Description

When clicking through to a partner signup page from the Browse Partners button users may expect an obvious "Back to partner list" style button in the top left.

Per our conversation, this needn't have any text, I think a back button with a list symbol on it would be sufficient.

The button goes on the resources/partner_detail.html template, linking back to partners:filter url.
