Likely a Copypatrol bug because translations from TranslateWiki are all in: https://github.com/wikimedia/CopyPatrol/blob/master/public_html/i18n/fr.json

Works for me. Switched my browser's preferred language to French and started a new session. All messages in French.

The interface language can also be set in the URL: http://tools.wmflabs.org/copypatrol/fr?uselang=fr

Hmm, okay, I thought we set it up to show interface messages in French when user is on http://tools.wmflabs.org/copypatrol/fr irrespective of browser language. Closing this.
