Description

Make a migration plan for Gadgets 2.0.

1 - make sure it's running on CTech labs instance
2 - test it on beta cluster
3 - test it on test WP
4 - roll out to smaller wikis

Write up the exact steps for switching a wiki and figure out which wikis would be willing to try it out.

With https://gerrit.wikimedia.org/r/#/c/389793/ we should be able to enable Gadgets 2.0 while continuing to support Gadgets 1.0.
