Currently the "Today's featured article" is shown whenever a new tab is created. It would be better to show the Home page instead (thus avoiding the consideration of the home page as a special page as noted in T156799). That's because a user wouldn't be wanting to see the Today's featured article after he has seen it once, so showing it whenever a new tab is created would not be of much use to him. Showing the Home page could be useful as itallows him to do a variety of things.

Currently the Home page does have a card for the Today's featured article. In case it needs to be brought to the user's attention it could be shown as a card thst remains at the top in the Home page until a user dismisses it.

Showing it whenever a new tab is created seems like prioritising it more than required. Showing the Home page could be more helpful to the user.
