Definitely needs to happen. If I find time I will try to do some, but since I still haven't finished https://www.mediawiki.org/wiki/Help:Tags after 2 years, it's not looking promising.

I wrote some new documentation in my userspace, and have proposed to use it to replace some rather lacklustre existing documentation at Help:Assigning permissions.
The new docs don't say much about user group expiry, but I don't really think there is a whole lot to say.
I'm not sure that any documentation in the Manual: namespace is required. The feature is user-facing and doesn't really affect the wiki operators who are the target audience of Manual: space.
