Yesterday we lost poolcounter1001 (https://wikitech.wikimedia.org/wiki/Incident_documentation/20170629-ganeti) and thumbor was failing to generate thumbnails as a result. I haven't looked yet at the root cause thumbor-side but there should be some strategy to work around a failing poolcounter
