Description

The old version of Takedown Tools saved a hash of the file so that it was easy to see which files were reported more than once. The new version saves an NCMEC, but not the file hash.

With this change it's possible for multiple CP takedowns to share the same file and a file may also have multiple NCMEC ids (since we would be sending it to NCMEC more than once).

Trust and Safety will be moving away from the Takedown Tools for child protection filing in favour of NCMEC's CyberTip tool.

That said, this task's concept may still be worth investigating as we explore better avenues for reporting these images.
