User story
As a user interested in using Wikipedia offline, I want to find out more about what the "Offline Library" is so that I may try using it.
Problem
At the moment when users tap to find out more about the Offline library, they are taken to https://www.mediawiki.org/wiki/Wikimedia_Apps/Offline_support which provides details about the development history of the feature, and is not actually helpful in outlining what it is or how to use it.
Places where the "find out more" link is in the current app:

Proposed solution
Direct users to either a new info page for Offline library which informs them succinctly:
- What the side-loading version of the Offline Library is in its current sideloading -only state
- Potentially link to where users can download content packs (e.g., from the http://wiki.kiwix.org/wiki/Content_in_all_languages) <-- TBC with Legal
