Make translate rights for use of ContentTranslation, and assign it to a group "translator"

Description

ContentTranslation is abused by people that isn't fluent in the target language, which leads to lengthy discussions at the projects where those articles are posted.

Create a "translate" right for use of ContentTranslation, and assign it to a group "translator". It should be a separate group so local admins can stop abuse of the content translation tool without fully blocking the editor. The translator group can be auto-assigned with the same rules as autoconfirmed.

It could be necessary to split the translate right somehow, as some languages have better ml-engines.

Why lengthy discussions?

If somebody doesn't know the language, how come they are editing at all? If somebody is making bad edits, why not just block them?

Not sure if I want to point to all discussions, they are contentious.
