We observe many people create an account on translatewiki.net, but do not complete the required example translations.

Some of these could be spam bots, but some of them look legitimate. Maybe they are developers but did not click the developer link? Maybe they are creating an account but not planning to translate.

We should investigate if we make this process clearer, to avoid deterring good contributors.
