Allow popular pages bot to work for other namespaces

Description

This was reported by a user here.

It seems like the bot is only reporting on pages in the Wikiproject which belong to the main namespace. There could also potentially be something related to how the template is being used on the pages. This should be fixed. Note that we would probably not want to include any Talk pages in the report.

We may want to get https://github.com/wikimedia/popularpages/pull/7 merged first, since that is a major reworking. That PR is 99% done, I just haven't gotten to fixing https://github.com/wikimedia/popularpages/pull/7/files#diff-ccadc9ab118c97407f31c43badc2ab59R188
