@Kghbln is, according to extension.json an author of rEUSE extension-UserExport. However, he's not able to +2 in his own creation/repository in which he's contributed sustantialy, which seems weird to me. He's mentioned in some patches, like this one that he can no longer +2 in that repo so he either could when we used SVN or was in the mediawiki group but got removed (I cannot check that audit log) given that the audit log for extension-UserExport didn't listed other users but the Gerrit admin that created the repo on gerrit.
I propose that he's given +2 permissions so he can more actively maintain and develop the extension.
