[Regression pre-wmf.6] "Save Changes" button is not being enabled while editing a page on Beta cluster

Description

Steps to reproduce:

  1. Open VE
  2. Make an edit
  3. Save the edit
  4. Re-open VE
  5. Make another edit

Observe that, the "Publish Changes" button are not getting enabled, user can't make anymore edit.

I can't reproduce this, but there is a similar report at T210221: Visual Editor greys Publish Changes during the exit, unable to save changes, so it would be excellent if you could figure out reproduction steps.

@matmarex: Actually, remember this one from last week: T209542. Basically it's the same issue, except it's now happening on Chrome as well.
