hide query helper by default

Description

Problem:
For new users the query helper is opened by default. We have gotten a lot of feedback that new users run into considerable issues with it making it harder for them to understand what's going on. We should not show it by default for new users until it is improved.

BDD
GIVEN I'm a new visitor to the query service
WHEN opening query.wikidata.org
THEN the query helper is not opened by default

Acceptance criteria:

new user does not see query helper opened by default
query helper can still be accessed via button in the left-hand menu
