Reputation system for Wikipedia editors

Description

We should have a reputation system for editors.

Could be based on a few things:

1. Adding good content

2. Votes by other editors

Maybe an editor can gain reputation through social signalling, e.g. Thanks received (perhaps weighting this further by the age/reputation score of the accounts doing the thanking)

Event Timeline

Maybe reputation can be a reward for a newcomer. E.g. stack overflow uses reputation to attract people to do more contributions --@Ferenczy

The Growth-Team is working on something tangential soon, a project we're calling Postive reinforcmenet that is so far I think mostly focused on providing postive feedback to the user via a page visible only to them, but perhaps that could tie in to the idea here for having a publicly visible reputation score. cc @RHo @MMiller_WMF
