Steps to reproduce

Go to https://en.wikipedia.org/wiki/Main_Page (or any other main namespace page)

Expected results

There is only one PDF link to Special:ElectronPdf

Actual results

A link to https://en.wikipedia.org/w/index.php?title=Special:Book&bookcmd=render_article&arttitle=Main+Page&returnto=Main+Page&oldid=889268954&writer=rdf2latex appears

I'll remove the rdf2latex portlet format from config - https://github.com/wikimedia/operations-mediawiki-config/blob/master/wmf-config/InitialiseSettings.php#L13874.
With empty portlet formats config system will not render "Download as PDF" option (code responsible for injecting the option: https://github.com/wikimedia/mediawiki-extensions-Collection/blob/master/includes/CollectionHooks.php#L154).

The Downloading via Collection extension is disabled anyway (https://en.wikipedia.org/w/index.php?title=Special:Book - download box is disabled)
