We'll be sending an email to Wikitech-l about the changes done to the Block class, including the soft deprecation.

To do that, we need to finish and polish the following:

• Go over the relevant tasks and make sure the description and decisions/resolutions are updated:
  • T222737: Refactor Block to AbstractBlock, DatabaseBlock and SystemBlock especially the checklist
  • T219441: Introduce a BlockManager service for getting and combining the blocks that apply to a user/IP - In the description, add a summary of what actually exists after the plan.
  • T206163: Restrictions of overlapping blocks should be merged on enforcement Make sure the solution is updated
