"Add metadata" in Wikimedia Upload Wizard fails to save

Description

In the Wikimedia Upload Wizard, I have uploaded small groups of images (3-6 images) and added 4-7 metadata tags to each. When I try to "publish data", I get an error that "the save had failed" listed under one of the tags on the image currently visible (although which tag this warning is listed under changes with some failed attempts). The detailed message is that I am limited in performing this data upload as an anti-abuse measure, and to try later. I have waited upwards of 30 minutes, and am still not able to submit.

I would like to be able to submit a similar amount of data in a batch (say 10 tags on 10 images), as I think this is a reasonable amount for a user to submit at one time.

The rate limit has been increased, up to 120 edits (every statement counts as 1) per 15 minutes for newbie users. This should allow for a reasonable batch of images/statements to be submitted.

Production Commons. We probably shouldn't throw test garbage at it - let's assume it's fine until we hear otherwise?
