Can't SSH to new instances

Description

At some point in the last couple of weeks it appears that I stopped being able to SSH to new instances. I created one 3 weeks ago that works as expected, but yesterday and today I've been unable to connect to any newly created instances.

I've tested this on both the Wikilink-Tool and Hashtags projects - I can connect to the existing instances no problem, but if I create a new one I get Permission denied when attempting to SSH.

@Lucas_Werkmeister_WMDE also had the same problem earlier today in the wikidata-dev project.

My wikibase-dev issue turns out to be specific to that project, see T225312: role::wikibase in wikidata-dev Cloud VPS project broken (⇒ can’t SSH into wikibase-* instances), and @Samwalton9’s issue appears to have resolved itself according to discussion in #wikimedia-cloud, so I guess we can close this.
