Description

The FileExporter feature adds a big tab to file pages that can be considered significant clutter, and some users will never use the link.

Due to the opt-in beta feature deployment, we were completely skewed away from this fraction of users so their feedback wouldn't have been obtained during this phase. We should look at this question before default deployment.

Possible options:

Always collapse the tab in the drop-down menu?
Should we consider adding a user preference to allow users to hide the interface?
…?

From the commit message:

Placing the button under "actions" is logically better, but means it will always been collapsed (this needs a PM decision).

To put a slight twist on this suggestion, I think it's great to have a lower profile with a less obtrusive UI, as we deploy to enable by default.

We can always bring the "tab" style back by reverting.

Personally, I don't mind much. My suggestion would be to keep the placement of the tab as it is for now (especially given this was a deliberate PM decision), and wait for user feedback. If more people start complaining about the tab, we can easily move it into the always collapsed part of the drop down menu. A patch even exists. An argument might be, for example, that people should not think transferring fair use files would be ok. However, this might as well be resolved via the follow up ideas mentioned in T228858.
