Quibble's Dockerfile uses Debian Stretch which installs PHP 7.0. But if you want to hack on Quibble and do some tests by building the image locally and testing MediaWiki core, you'll not be able to do so since MW 1.34 requires PHP 7.2.9.

I thought about deleting that Dockerfile and remove references to it in the README.rst since the Dockerfile is not actively maintained and CI does not enforce it. Then it has some use cases.
Meanwhile @Jdforrester-WMF switched it from Stretch to Buster with https://gerrit.wikimedia.org/r/c/integration/quibble/+/589447 it thus come with php 7.3.
