Allow cross-wiki notifications to work without CentralAuth

Description

It would be nice to able to use cross-wiki notifications with $wgSharedDB; currently we require MediaWiki-extensions-CentralAuth. AFAICT this would involve updating ForeignWikiRequest to not use a centralauth token for proxying queries to each local wiki's endpoint

Apologies, this is has been an ongoing problem at ShoutWiki for a number of years. We've done a bit of hacking to get wiki names to show, but, I wasn't aware of this when I pestered Roan in Athens two years ago. Should we merge(?) the two tasks?
