it should open the confirm dialog and go to Related characters section, but it currently opens the article preview.

I can replicate this and also see it currently opens the article preview. What do you mean by Related characters section here?

As I replicate this, I select see text and nothing happens (no article preview). Then same question essentially: what do you mean exactly by section anchor Selected_species?

the expected behavior is popup a confirm dialog and navigate to the selected section in the current article

The expected behavior can be found follows the step (in article):

1. Open the article History of Wikipedia in en lang
2. Open Sections from menu and select the section Effect of biographical articles
3. go to second page (click down)
4. Select the text Controversies
5. Popup confirm dialog
6. Enter and it will navigate to the section Controversies
