As a PRU user, I want PRU enabled on wikidata, so that we can test the ability to set it as a global preference (and therefore working on multiple wikis).

It's already enabled on all beta wikis.
The patch above enables it on Test Commons and Test Wikidata, the only two test wikis it was missing from.
