Add de-1901 as a language code for lexemes

de-1901 is the language code for the German spellings prior to the 1996 reform

This would be used on lexemes like where there would be one form with two spelling variants, "dass" (de) and "daß" (de-1901)

It's blocked by T254968. I refactored the code for extra languages a bit and it's easier to make a patch when I can base on that code.

I tried changing the spelling variant on the linked lexeme, but the language code is not recognised. Is that because the change is not yet deployed?
