Phabricator task URLs don't enjoy hover text

Description

Upstreamed as https://secure.phabricator.com/T5378

If I write http://fab.wmflabs.org/T413 in this comment you can't hover it to get its title: I must write T413 (happened in http://fab.wmflabs.org/T52#28 ).

Bugzilla was smarter and did both, <s>see e.g. https://bugzilla.wikimedia.org/show_bug.cgi?id=32940#c2 </s> (no longer works, because the url in the comment at old-bugzilla points to another subdomain)

Feels like WONTFIX to me. Bugzilla has other places where it fails to provide any hover text (e.g. InlineHistory bug links to the same Bugzilla installation) so it's not much better.

For example the thrid line after comment 1 in https://bugzilla.wikimedia.org/show_bug.cgi?id=43151#c1 says "See Also: http://bugzilla.wikimedia.org/show_bug.cgi?id=2089" and mouseover does not provide any popup info. I guess the InlineHistory extension does not check whether "See Also" URLs start with the local instance. Popup in InlineHistory works for "Blocks" and "Depends on" though because that's always the local instance. :)

Thanks for the example. Still, I don't see how it matters: Phabricator has no metadata fields and hence no inline history for them, so the only case to handle is comments rendering.

That task is just a specific solution (for I don't know which problem), this is a correctly formulated task which focuses on goals.
