SDC statements should record entity usage for wikidata entities used in statements

Description

Wikidata entities used in file description wikitext are currently recorded in entity usage table. Similar wikidata entities used in SDC statements are not recorded. For example File:Seneca_Rocks_climbing_-_13.jpg infopage in "Wikidata entities used in this page" section has a link to Seneca Rocks (Q7450337) because infobox template pulls the label from that entity, but links to other depicted entities like Traditional climbing (Q2214812) is missing when similar label is pulled by SDC tab.

This observation was made by @Lucas_Werkmeister_WMDE in T237899. Ant thiss might be a blocking issue for that ticket.

For the record, I am not at all saying that this is a thing that should be done.

As noted at the Data Quality online workshop last weekend, this lack of registration is also causing a problem for the community with the deletion discussion process on wikidata, as (unlike usage in wikidata statements), there is no warning given when an item being considered for deletion at wikidata is being referenced by SDC statements.

This can (and increasingly has) lead to items being deleted on wikidata because nobody realised they were in use by and needed by Commons.
