I havn't played around with composer packaged on gitlab, but I have played around with generic packages.
Binary releases can for example be uploaded like this https://gitlab.wikimedia.org/releng/cli/-/blob/440c417cb1807bc7500da7a84b00841ee859d792/.gitlab-ci.yml#L84-132 (though this uses dind CI)
A CLI tool called release-cli is used to add packages to gitlab using the tokens available in CI
