Put the author of the replied-to comment at the top of the initial '@'-mention suggestion list

Description

The most likely recipient of an '@'-mention is the person you are replying to. We should considering promoting that person to the top of the initial suggestion list. Currently the initial suggestion list is just alphabetically ordered.

It's also possible in long threads that the replied-to user will appear very far down the initial suggestion list, or not at all if it is truncated.
