We would like to have a special flag, called for now "FlagGiver".
The users with this flag must have the ability to give review user flag,
validate user flag, autoreview and "FlagGiver" user flag.

If this is like dewiki, then there is only one review level, thus there is no use for 'validate'. Groups can be granted, but not rights directly. The 'review' flag could be granted by putting a user in the 'editor' group. A 'trusted' group could be created, so that 'autoreview' could be granted by putting a user in the group.

It would be much simpler to let Admins grant these things, and not have a FlagGiver group.

I forgot to mention dewiki has Categories description pages reviewable too. Should that be the case here?

Also, I assume you don't want $wgFlaggedRevsAutopromote or $wgFlaggedRevsAutoconfirm promotion of users into FlaggedRevs groups. The wiki is a bit too small for those things, unlike dewiki.
