Update: Official upstream release has been done. Packaging work requires latest cg3, lttoolbox, apertium, apertium-lex-tools, and apertium-separable - which is in progress. So, this task will take longer than usual.

I included Arpitan in this ticket of Future enablements of Content and Section Translation: T353510: Enable Content and Section translation on some Wikipedias with potential to be supported with MinT using MADLAD-400
Support for French to Arpitan can be mentioned in the announcements of that ticket to unify communication efforts.
