Description

Context

Best practice dictates that no layout shift occurs when a progress bar disappears. (See T254950.) To comply with this, move the "Create key" button on Special:AppManagement above the list of clients.

Acceptance Criteria

"Create key" button should be moved to new location and not shift during progress bar loading
