Wikipedia readers have so far been considered only as a secondary stakeholder because a lot of times their needs are intermediate by Wikipedia's and Wikidata's editors. They tend not to have a direct influence on Wikidata.
That isn't to say of course that ultimately the work we do should and does benefit them.
About Wikidata readers: Wikidata is not a project where we focus on the people who read without contributing. We generally don't expect and encourage people to come to Wikidata for just looking up some data - that's what Wikipedia and other re-users are for.
