Description

Images with white or transparent parts like some flags are shown incorrectly in mobile view.

Steps to Reproduce:

Actual Results:

The first flag does not show a small grey border, therefore it is unclear for the reader if it is a two-part or a three-part flag.

Expected Results:

Like the 2nd flag on the page where a small grey border makes clear that the flag consists of 3 parts: blue-red-white.

The border rule and over stylistic rules described in https://www.mediawiki.org/wiki/Help:Images#Rendering_a_single_image have no impact on Minerva and that was originally by design. We could change this,

I've merged this ticket into T283396 which aims to standardize thumbnail behaviour across skins.
