Description

Background

While the eventual state for the empty state will be as described in T275147: Empty state for language button and menu, this tasks attempts to provide a short term solution that can be put in place prior to the deployment of the new version of the ULS

Acceptance criteria

When an article is not available in any other languages, do not display the language button

Sign off steps

When ULS is rewritten we will revert this change. Make sure that we have made a note of this intention/goal inside the Vector codebase.
