Provide a configuration value that will allow for this limit to be set differently for different wikis.

We've submitted this patch that will limit the number of translatable pages that can be moved: 668655: Limit the max number of pages that can be moved | https://gerrit.wikimedia.org/r/c/mediawiki/extensions/Translate/+/668655

This limit is currently set at 500 (including sub pages).

As part of T275109 we're working on a script that will allow moving of big translatable pages.

This is deployed and is working on MediaWiki.org:
