This task represents in the work involved with the Performance Team establishing the performance benchmarks necessary for them to evaluate the experiment to reduce how long the parser cache retains data.

Requirements

• Performance Team defines a set of performance metrics they will evaluate before and after the parser cache's data retention time is adjusted. This, of course, assumes we move forward with this approach.
• Performance Team defines what level of change in these "performance metrics" would warrant the reduction in how long the parser cache retains data to be reverted
