Commons Upload Wizard should allow trusted users to import Flickr images regardless of claimed licence

Description

I often encounter images in Flickr where the uploader claims to reserve copyright (or more likely, has simply not changed the default) but where the images are scans of long-out-of-copyright works. I can download them, and upload them from my hard-drive, but that's tiresome, and does not bring in their metadata,

Trusted users (however defined and flagged) should be able to use the Wizard to import such images, stating an applicable reason for doing so.

I think, apart from the the idea of "trusted users", the other parts of this thing is not controversal at all, as this is mostly a software limit.

It shouldn't be hard to establish consensus then. In my experience, assuming that the Commons community will be OK with a feature change that's relevant to copyright enforcement, without having a discussion to point to, always ends badly :)
