Migrate OSM sync alerts from icinga to AlertManager

Description

Currently on OSM sync monitoring we use icinga for alerts. The new tool for that purpose is prometheus Alertmanager.

Acceptance criteria

  • Migrate OSM sync alerts to Alertmanager
