In thre out of four of the "Discussion pages" preferences, we repeat the same text, with the same link: "You can learn more about this feature by reading the feature summary."
I think we introduced that when "Enable quick replying" was the only preference, and then copied it to the other ones.
I suggest that we instead should have a similar message only once, just below the header:
