Improve empty state of Watchlist for Desktop (and update styles on Minerva)

Problem

Currently the empty state of the Watchlist page on Desktop doesn't provide any explanation or introduction to what the Watchlist is, which makes it hard for newcomers to start using it as an aid to their editing process.

User job story

As a person with a new account who has no watched pages
When I navigate to the Watchlist page,
I want to understand what the watchlist is for...
So that I can start using it for tracking articles of interest.

Proposed solution
  • Provide an empty state illustration and introduction text on desktop.
  • Revise the empty state on Mobile to be consistent across platforms (see also T222871)

Thanks @kostajh, SGTM. I try to explain in the task description that Minerva is mentioned so that we also update the illustration and messaging there to make sure it's consistent across platforms but will also clarify in the title.
