Shorten the message about new location of language links

Description

Feature summary (what you would like to be able to do and where):
In new Vector (legacy skin) with Desktop Improvements (Vector 2022) the language links are now moved to the static header. In the side bar, under the Languages section, a very long message is shown that reads "On {{SITENAME}} the language links are at the top of the page across from the article title. Go to top" where {{SITENAME}} is replaced with "Wikipedia" or whatever, and "Go to top" is a link to the top of the page.

First, the link to top is not needed ever since the static header is in place. Second, this message is very long. On behalf of a fawiki user (User:Hooman Mallahzadeh) this task requests the message to be shortened.

Benefits (why should this be implemented?): Shorter message will be better aesthetically.

Proposed new message: "Find language links in the top header".

PS: Ultimately, the whole "Languages" section of sidebar is supposed to go away. Depending on when that happens, this task may not be worth doing; as in, if in 3 weeks a patch will go into production that just removes the Languages section of sidebar, then this task becomes moot.

...and the broken punctuation and RTL/LTRness of that not so translated dialog makes me think of T30411.

@Aklapper that issue will resolve itself in a day or two once the translation is pushed to PRD.

Here an image like https://commons.wikimedia.org/wiki/File:%C3%86toms_-_Translation.svg and a symbol like "↑" convey enough meanings. No text is required here. Additionally a Javascript code must "1-Scroll to top 2-Highlight language lists 3-Open list of languages" on the event of clicking on this image and symbol.
@Aklapper Do you agree? Text free symbols makes it meaningfull in all languages. To do that, is a new task required? Or do you know any existing task relevant for doing that?

Reporting another problem: the link labeled "Go to top" doesn't do anything when there are no language links on the page (e.g. p-lang-btn is empty). it can be confusing for new users. you can test it on this article. not sure if it is related to T275147. Please feel free to move my report to another task or create a new task for it (i'm not familiar with creating new tasks).

@Jeeputer what you reported is exactly T275147 so no new task is needed.
