Motivation

We can turn on IP Info instrumentation on testwiki in order to test that the instrumentation works as expected

Note

We will turn on instrumentation on production when the full production deploy for IP Info happens (mid-April)

@Niharika I assumed that we wanted to do this once all the instrumentation was deployed and tested on Beta, but if not then I'm happy to add this to our current work!
