Grant sysops the sboverride userright

Description

There are valid circumstances in which the spam blacklist prevents constructive edits. Since the forthcoming resolution of T36928, the sboverride userright now exists which allows one to bypass the spam blacklist. As @Bugreporter wrote in T36928#3415210, the spam blacklist exists to prevent spam, not to prevent particular links from being added. Administrators are highly trusted users. We can trust them to refrain from spamming.

Neutral While I see the potential benefits of this, I am also concerned that if a bot was compromised, this could be abused.

Remembering back to July?? In this economy?? (You're totally correct of course, removed)

I suppose now that this exists, projects that want it can just have a local discussion and request it be added as desired.

As the author of both this task and the aforementioned rfc, I am re-adding Community-consensus-needed to this task. Unless and until consensus changes (either at the rfc or a different one in the future), this should not be implemented. FTR, I still support this change. I simply believe that it should have consensus.
