Background

As part of T311647, we want to create a single hook that can be used by skins and third parties to register and/or modify menus.

Description

Create a hook that can replace existing hooks to register a new menu or to modify a menu.

Existing hooks that would be replaced by this new hook include:

• SidebarBeforeOutput T315016
• SkinTemplateNavigation::Universal T315017
• SkinAddFooterLinks T315018
• PersonalUrls T310017
