Investigation: next steps for suppressed users and local blocks
Open, Needs TriagePublic

Description

NOTE: This is a follow-up for T312772.

Acceptance Criteria:

  • How can we show users in campaign event tools that are only suppressed on a local wiki through a special block but not globally?
  • How can we allow people to register who do not have a block on a local wiki (just on another wiki)?

@Niharika Hello! We are exploring options for when/how to support blocked and suppressed users. We would like to learn more about the use cases for when someone is blocked and/or suppressed on some or one wiki but not globally. How common is this? Any insights on use cases? Any documents, resources, or tips for what we should look into or consider? Thanks in advance!

One more thing to think about here, if we do want to create ability to block/suppress a user locally on one wiki only: Because event IDs are global, if the user has the event ID, even if they are blocked on one wiki, they may still be able to go to Special:RegisterForEvent/{id} on a wiki that they are not blocked/suppressed on, and successfully register for the event. For example, right now users can register for events on wikis where they are not users. You can see an example on this ticket: T313133#8204360
