Add monolingual and lexeme language codes akk and hit

Description

Please add the language codes akk and hit to the list of language codes supported for monolingual text values and lexemes.

Wikidata can currently represent only one cuneiform script-based language: Sumerian with its language code sux and its writing variants sux-latn (Sumerian in Latin script) and sux-xsux (Sumerian in the cuneiform script).
Akkadian (https://iso639-3.sil.org/code/akk) and Hittite (https://iso639-3.sil.org/code/hit) are two other cuneiform languages with extensive coverage which are likely to be added as Lexemes to Wikidata in the near future.
Currently, the missing language codes for Akkadian (akk, akk-latn, akk-xsux) and Hittite (hit, hit-latn, hit-xsux) prevent this adoption on a larger scale, such as for Sumerian (https://w.wiki/5fvM)

Usage example: The only usage example, for now, is https://www.wikidata.org/wiki/Lexeme:L700419, which is the Akkadian form of the cuneiform sign for one. Currently, it is not possible to add the cuneiform writing variant because the language label is missing.

I've changed the codes from akk-xakk and hit-xhit to akk-xsux and hit-xsux - the script code for cuneiform is xsux regardless of the language it's being used for.

After T341409 akk and hit can be used for lexemes and for monolingual text. As akk-latn, akk-xsux, hit-latn and hit-xsux are still missing, I'll leave this task open.
