The implementation plan has been discussed in various circles between some members of the Web, Analytics, and Metrics Platforms teams. The proposal for an instrument that enables reader analytics has been documented here.

This task can be considered complete when stakeholders from Product Analytics, Web, Privacy, and Metrics Platform are on board with the solution as described in the link above.

Expecting a sign off from: @mpopov , @phuedx , @ovasileva, @Htriedman and anyone else they wish to include. Anyone who would like to spin off a separate bug for their specific concern is kindly requested to do so.
