File code stewardship review tasks for projects in "Passive maintenance"

Description

A while back, the Growth team made some decisions on what we were able to support, and moved a number of projects into "Passive maintenance" mode.

We should have a Code-Stewardship-Reviews task for each one of those projects.

I'll mark this as resolved since the Code Stewardship isn't happening. It will be unstalled once such a review process is in place.
